There are a few examples out there in some books about Shakespeare, but I couldn't determine if it was originally his phrase or not. The connotation, I assume, would be along the lines of a "flapper", or as Ricky Martin sang more recently, someone who is "livin' la vita loca". Took me a minute a figure out that they meant someone who is "loving the loose life"! Growing up, I remember many dinners of liver and onions... there was not enough ketchup in the world!
